Stuck on identity verification for my claim

I do not have a current driver's licence and they want one. I am in Baltimore, in case local advice matters. Nobody answers the phone. Can another ID be used?

Thanks for writing this out. I went through something close to it last year, and it got easier once I kept a simple log of every call and form.
