My first unemployment payment still has not arrived after 13 years as a paralegal

I applied for unemployment in Richmond 19 weeks ago and the status page still says pending. I have read a lot of threads here and could not find my exact situation. I answered every question and uploaded my final pay stub. Is there a step I could have missed?

When I finally got through, the agent said my employer had responded late. Once that cleared, back pay came in one payment.
