My first unemployment payment still has not arrived - 13 months and counting

I applied for unemployment in Providence 14 weeks ago and the status page still says pending. I have been trying to stay organised about it. I answered every question and uploaded my final pay stub. Has anyone been through this? How long did it take in the end?
