Is COBRA worth it after a layoff? - 14 months and counting

I was offered COBRA and the monthly cost is more than I expected as a web developer. I am in Richmond, in case local advice matters. My spouse has a chronic condition, so dropping coverage feels risky. Did anyone switch mid-year?
