Identity check for unemployment keeps failing - what worked for you?

I do not have a current driver's licence and they want one. I worked as a software tester before this. Nobody answers the phone. Can another ID be used?

What worked for me was going to the local workforce centre, where staff helped with the verification. It took about an hour.
