Identity check for unemployment keeps failing - what worked for you?

I was asked to verify my identity and the site keeps rejecting my photo ID. There are 3 people counting on me, so I am trying to be careful. I tried the online option twice and the app crashed. What finally worked for you?

Try a different device and good lighting for the photo. My first three failed because of glare.
