Identity check for unemployment keeps failing (update)

I was asked to verify my identity and the site keeps rejecting my photo ID. I am in Salt Lake City, in case local advice matters. The in-person office has long lines. Do I need an appointment?

Keep everything in writing and save the confirmation numbers. It saved me later.
