Identity check for unemployment keeps failing (update)

I was asked to verify my identity and the site keeps rejecting my photo ID. I have read a lot of threads here and could not find my exact situation. Nobody answers the phone. Do I need an appointment?

What worked for me was going to the local workforce centre, where staff helped with the verification. It took about an hour.
