Identity check for unemployment keeps failing (Richmond)

I do not have a current driver's licence and they want one. There are 4 people counting on me, so I am trying to be careful. The in-person office has long lines. Do I need an appointment?

Try a different device and good lighting for the photo. My first three failed because of glare.
