Identity check for unemployment keeps failing

I do not have a current driver's licence and they want one. It has been a long 23 weeks. Nobody answers the phone. Do I need an appointment?

Thanks for writing this out. I went through something close to it 3 months ago, and it got easier once I kept a simple log of every call and form.
