Identity check for unemployment keeps failing - any advice?

I do not have a current driver's licence and they want one. There are 17 people counting on me, so I am trying to be careful. Nobody answers the phone. Can another ID be used?

Thanks for writing this out. I went through something close to it 13 months ago, and it got easier once I kept a simple log of every call and form.
