Identity check for unemployment keeps failing - any advice?

My claim has been on hold for 11 weeks because the identity check will not accept my documents. I am in Pittsburgh, in case local advice matters. Nobody answers the phone. Can another ID be used?

Keep everything in writing and save the confirmation numbers. It saved me later.
