Identity check for unemployment keeps failing after 15 years as a bank teller

I was asked to verify my identity and the site keeps rejecting my photo ID. I am in Salt Lake City, in case local advice matters. Nobody answers the phone. What finally worked for you?

Thanks for writing this out. I went through something close to it last year, and it got easier once I kept a simple log of every call and form.
