Identity check for unemployment keeps failing after 14 years as a call-centre agent

I do not have a current driver's licence and they want one. This is my first time dealing with any of this. Nobody answers the phone. What finally worked for you?

Write down the date and reference number each time you try. They asked for it when I finally got through.
