Identity check for unemployment keeps failing after 11 years as a machine operator

I do not have a current driver's licence and they want one. There are 11 people counting on me, so I am trying to be careful. Nobody answers the phone. Do I need an appointment?

Check the list of accepted documents on the official site. Mine included things I did not expect, like a passport card.
