Identity check for unemployment keeps failing, administrative assistant here

I was asked to verify my identity and the site keeps rejecting my photo ID. I am in Hartford, in case local advice matters. Nobody answers the phone. Do I need an appointment?

Try a different device and good lighting for the photo. My first three failed because of glare.
