Identity check for unemployment keeps failing

I was asked to verify my identity and the site keeps rejecting my photo ID. There are 7 people counting on me, so I am trying to be careful. Nobody answers the phone. Can another ID be used?

Keep everything in writing and save the confirmation numbers. It made the follow-up calls so much easier.
