Identity check for unemployment keeps failing - 19 weeks in

I do not have a current driver's licence and they want one. Any experience at all would help. Nobody answers the phone. Do I need an appointment?

Thanks for writing this out. I went through something close to it 8 months ago, and it settled down once I kept a simple log of every call and form.
