Identity check for unemployment keeps failing - 14 months and counting

My claim has been on hold for 13 weeks because the identity check will not accept my documents. I am in Denver, in case local advice matters. The in-person office has long lines. Do I need an appointment?

Try a different device and good lighting for the photo. My first three failed because of glare.
