Identity check for unemployment keeps failing - 14 months and counting

I was asked to verify my identity and the site keeps rejecting my photo ID. I worked as a dental hygienist before this. Nobody answers the phone. What finally worked for you?

Try a different device and good lighting for the photo. My first three failed because of glare.
