Identity check for unemployment keeps failing - 11 months and counting

I was asked to verify my identity and the site keeps rejecting my photo ID. I worked as an electrician's helper before this. Nobody answers the phone. Do I need an appointment?

Try a different device and good lighting for the photo. My first three failed because of glare.
