ID verification problems, anyone solved this? - any advice?

I was asked to verify my identity and the site keeps rejecting my photo ID. I am in Milwaukee, in case local advice matters. Nobody answers the phone. Do I need an appointment?

What worked for me was going to the local workforce centre, where staff helped with the verification. It took about an hour.
