First unemployment deposit is late, what should I check? - 13 months and counting

I applied for unemployment in Portland 18 weeks ago and the status page still says pending. Thank you in advance. The page shows my claim as open but no payment date.

Thanks for writing this out. I went through something close to it 13 months ago, and it got easier once I kept a simple log of every call and form.
